Having layering problems and positioning woes

In Firefox it works okay (not perfect) but I can't get it vertically on the page where I want it (I can't figure out how to scoot it up; it's in a div called navbar but doesn't want to seem to stay inside it).

In Exploder, it is tucked behind my page area and I can't seem to coax it forward to sit on top. I tried giving my bodywrap div a z-index value that would place it on the bottom, but I'm getting nowhere. Help!
