Need Nested Table to Automatically Expand Vertically in Parent Table's Cell.

Hello, Pretty much the title explains all. I have a nested table that I would like to expand vertically in the parent table's cell. I have played around with both CSS and HTML attributes to no avail. Any suggestions? I have posted below both my CSS and HTML code, which is just for testing purposes...
