First off I highly suggest not trying to make a similar site without offering something new to it. You could beat youtube to the punch of paying per view. Anyways it should be some php, and maybe some javascript. They have to have video's submitted and posted on the site. It's pretty hard for beginers. I've seen people trying to get a site similar built for like around $3,000, not easy.
